The Board of Education Search Firm Sub Committee investigated the search firm proposals that were submitted on March 3. From those submitted two firms moved forward who met the Dixie School District criteria. The next step in the selection process is for the firms to present to the Board of Education. The two firms presenting tonight are The Cosca Group and Leadership Associates. The Cosca Group (TCG) The consultants who will be working with the Dixie School District will be Dr. Steve Goldstone, Chairman of the Board, and Dr. Frank Cosca, President. Steve Goldstone and Frank Cosca will be presenting tonight. Leadership Associates (LA) The consultants who will be working with the Dixie School District will be Marc Ecker, Ph.D, Lead Partner, and Richard Fischer, Lead Partner. Rich Fischer will be presenting tonight of behalf of Leadership Associates. Board discussion and possible action will follow the 30 minute presentations.

Addendum to Sonoma State University Student Teaching Agreement originally approved at the August 9, 2016 board meeting increasing rate of payment to District. This Addendum increases the rate paid to District from $100 to $150 for each full-time student teacher. Attached is Resolution No. 2016/17-08. Based upon the need to reduce or discontinue the particular kind of service set forth below, it is necessary to decrease the number of certificated employees in the District by the equivalent of two and two-tenths (2.2) full-time equivalent positions for the ensuing 2017/2018 school year. The following particular kinds of service now being provided by the District to be reduced or discontinued are: Two and two-tenths (2.2) FTE teaching positions This action is necessitated at this time because of Education Code requirements that personnel who may not be employed in a subsequent school year must be notified prior to March 15th of the possibility of such action. Following adoption of the attached resolution, it is recommended that the Board authorize and direct the Superintendent or Superintendent's designee, to initiate and pursue those procedures necessary to not reemploy two and two-tenths (2.2) full-time equivalent certificated employees of this District pursuant to Education Code sections 44949 and 44955. Notification to the affected employees is preliminary. Final notification must be given before May 15. Should enrollment and budgetary circumstances change before May 15, the district may rescind some or all of these layoff notices.

The Dixie Teachers Association (DTA) and the Dixie School District began negotiations for 2016-17 fiscal year in April 2016. After several months of negotiations the District and DTA reached a Tentative Agreement for 2016-17 fiscal year. Negotiations centered on adding more money to the middle of the teacher’s salary schedule. Due to financial constraints the District was unable to move beyond the initial offer. In order to honor the initial offer and to fund the salary increase the following adjustments were or will be made to the budget: reallocating a portion of certain Classified positions from the General Fund to charge to the Bond fund ($101,246); additional $135,000 transfer from Fund 40 for 3 years (future budget revision); review of entire budget to capture savings; reduction of Certificated staffing in the 2017-18 multi-year projections. The agreement includes: - 2.0% salary increase applied to the current Certificated Salary Schedule
- The revised salary schedule will be presented for board approval at the April board meeting.
- All increases are retroactive to the beginning of the school year and are scheduled to be paid on March 22, 2017.
The proposal was ratified by DTA. With the increase in health benefit allowance approved in November 2016 the total compensation for the year is 2.14%. Certificated and Classified Administrators, Supervisors, Confidential employees will also receive the 2% salary increase applied to the current salary schedules. This increase is retroactive to July 1, 2016 and is scheduled to be paid on March 22, 2017. Represented Classified staff also received a 2.0% salary increase for 2016-17 as part of a two year agreement that reached in May 2016 with Classified School Employees Association (CSEA). The cost of a 2% increase was applied to the classified salary schedule bringing up step 6 on the salary schedule to a 5% step increment. The increase to the salary schedule was in effect at the beginning of the fiscal year and those who were on step 6 of the scheduled automatically received the increase as part of their annual salary. Therefore, no retroactive checks were required.
AB1200 and Government Code (G.C) section 3547.5 require local educational agencies to publicly disclose the provisions of all collective bargaining agreements. As part of the approval process for a negotiated salary increase a Public Disclosure Form is submitted to the board for approval. Attached is the required AB1200 Public Disclosure Form that demonstrates the district’s ability to meet our financial obligations over the next three years.

The Dixie School District has one Mechanic position who services all our school buses, maintenance vehicles, tractors and mowers and other equipment that are located at the Maintenance yard. In addition they are responsible for all record keeping on our vehicles and ensuring that the all mandated inspections on our buses our performed timely. Our current Mechanic retired at the end of January 2017. Once we learned he was planning to retire we started to advertise for this opening. We have had several applicants and two rounds of interviews that have failed to provide a suitable candidate. We have compared salaries of school districts and transportation JPA’s in Marin and Sonoma Counties which shows that our salary for this position is on the low side. Therefore, in hopes of attracting a qualified candidate we are recommending increasing the salary from Range 22 ($3,849 - $4,912) to Range 25 ($4,138 to $5,285) on the Classified Salary schedule effective immediately. We have met with California School Employee Association (CSEA) who is in agreement with increase with final approval dependent on the voting of CSEA members on March 14, 2017. In the event that CSEA members are not able to approve the increase, this item will be pulled from the agenda at the meeting Attached is the Memorandum of Understanding (MOU) between the Dixie School District and CSEA.

Over the past few years we have seen the number of students with special medical needs increase. This has led to the District providing additional support to meet this need. The District has been contracting with an outside company to provide the support due to some of the specialized needs. The District recognizes that having our own Health Specialist on staff would better serve the needs of the students and would be more cost efficient than contracting out. Attached is a new job description outlining the duties and qualifications for the Health Specialist. This would be a 180 work day position with the hours per day ranging from 3 to 6 hours depending on the need. The salary placement would be Range 17 ($19.65 to $25.07) of the Classified Salary schedule. We have met with California School Employees Association (CSEA) who is in agreement with job description and salary placement with final approval dependent on the voting of CSEA members on March 14, 2017. In the event that CSEA members are not able to approve the new position and salary placement, this item will be pulled from the agenda at the meeting. Approval of the new position would allow the District to immediately begin the process to fill the need.

Dixie School District’s Debt and Management Policy, Board Policy #3470 was presented to the Board of Trustees on February 14, 2017 for a first reading. At the meeting the board had no initial comments or recommendations. The policy is now being presented for second reading. Background: In the interest of improving debt transparency, Senate Bill No. 1029 (Hertzberg) was approved and requires local agencies, including school and community college districts, to certify that they have adopted local debt policies and that each contemplated debt issuance is consistent with those adopted policies. To meet legal requirements, the debt policy must address: - The purposes for which the debt proceeds may be used
- The types of debt that may be issued
- The relationship of the debt to, and integration with, the issuer's capital improvement program or budget, if applicable
- Policy goals related to the issuer's planning goals and objectives
- The internal control procedures that the issuer has implemented, or will implement, to ensure that the proceeds of the proposed debt issuance will be directed to the intended use
