2.3. Consideration of Consolidated Application and Reporting System (CARS)
Rationale:

The Consolidated Application and Reporting System (CARS) is the process that the California Department of Education (CDE) uses to distribute funds from  various state and federal programs to county offices, districts, and charter schools in California.  

Program entitlements are determined by formulas contained in laws that created the programs.  CARS contains the district entitlements for each funded program and for programs operated by the district office.  CARS is a fiscal companion to the Local Control Accountability Plan (LCAP).

 

 


 
Recommended Motion:

Board Approval of the Consolidated Application and Reporting System (CARS) is requested.

2.6. Approval of Hazardous Materials Inspection Proposal
Rationale:

The Miller Creek Middle School Modernization project requires hazardous materials inspection services.  On December 16, 2018 a proposal was received by NorBay Consulting.  The proposal was evaluated by administration and Greystone West, the district's construction manager. 

NorBay Consulting's proposal  cost is $1945.00 and they are more than qualified to provide services on the Miller Creek Middle School Modernization Project.  

 
Recommended Motion:

It is recommended by District Administration that the Board of Trustees approve NorBay consulting as the district's Hazardous Materials Inspection Firm for its measure C Miller Creek Middle School Modernization Project.

2.7. Approval of Inspector of Record Proposal for Miller Creek
Rationale:

The Miller Creek Middle School Modernization project requires inspection services.  On January 29, 2019, a proposal was received from F & G Design/Drafting services.  The proposal was evaluated by administration and Greystone West, the District's construction manager.  

F&G Design/Drafting Services' proposal cost is Not-To-Exceeed $26,000.00 and they are more than qualified to provide services on the Miller Creek Middle School Modernization Project.  

 
Recommended Motion:

It is recommended by the District Administration that the Board of Trustees approve F & G Design/Drafting services as the District's Inspector of Record for its Measure C Miller Creek Middle School Modernization Project.

2.8. Resolution Regarding the Possible Adoption of a Pre-qualification Process for Lease-Leaseback Project - Miller Creek
Rationale:

The modernization at Miller Creek School includes replacement of 16 portable buildings with 3 new modular buildings, including bathrooms.

It is anticipated that the Miller Creek Middle School Modernization-Sitework plans and specification will be approved by the DSA in May 2019.  The construction team would like to move forward with receiving proposals as soon as possible to line up contractors for the upcoming summer.  

 
Recommended Motion:

It is recommended that the Board of Trustees authorize the publishing for the Request for Qualifications and Proposals for the Miller Creek Middle School Modernization-Sitework Lease-Leaseback project.

3.3. Public Hearing to Consider 13 Petitions Proposing District Name Change - Board Discussion and Action
Rationale:

The District received the following 13 petitions, pursuant to Education Code section 35001, requesting that the name of the District be changed.  Staff has prepared a research memo, certification of petitions, the 13 petitions and attachments of all public comment received in the repository which was designed for the purpose of collecting written public comment on the petitions.
